This guide explains the current driving age in Japan for cars, motorcycles, mopeds, larger vehicles and foreign licence holders.

What changed on April 1, 2026?
Japan lowered the examination eligibility age for ordinary and semi-medium licences from 18 to 17 years 6 months. This applies to the provisional and full examinations.
The legal age for receiving the licence did not change. A person who passes before turning 18 receives proof of the result and must complete the licence-issuance procedure after reaching 18, within the applicable validity periods.
Driving age for cars
An ordinary car licence is not issued before age 18. A 17-year-old who holds a foreign licence or a Category B International Driving Permit also cannot use it to drive an ordinary four-wheel vehicle in Japan.
A learner with a Japanese provisional licence must still follow the legal supervision, learner-sign and practice requirements. Passing a test early does not permit ordinary unsupervised driving before the licence is issued.
Driving age for motorcycles and mopeds
Ordinary motorcycle, moped and small-special licence examinations are available from age 16. The large-motorcycle category starts at 18.
Do not choose a licence only by engine displacement. Japan revised the general-moped vehicle classification in 2025, allowing certain motorcycles up to 125cc with a maximum output of 4.0 kW to fall within the general-moped category. The vehicle’s legal classification, licence category and operating restrictions all matter.
Medium, large and commercial vehicle ages
The standard eligibility rule is generally age 20 with two years of qualifying licence history for a medium licence, and age 21 with three years of qualifying history for large and most second-class licences.
A special approved training route can lower eligibility for certain large, medium and second-class examinations to age 19 with at least one year of qualifying licence history. The training and experience requirements must be completed before using the exception.
Foreign residents, foreign licences and IDPs
The Japanese minimum age applies even when a visitor or resident has a valid licence from another country. A foreign document does not override Japan’s minimum driving age or vehicle-category rules.
Foreign residents applying for a Japanese licence must also meet residence, document, test and prefectural requirements. For foreign licence conversion, start with the conversion guide rather than assuming that age is the only eligibility condition.
